A new public access defibrillator and bleed control kit were unveiled at the Herts Ability headquarters in Welwyn Garden City.
The unveiling ceremony was led by Deputy Lieutenant of Hertfordshire Sally Burton, who was deputising for Lord Lieutenant Robert Voss.
Herts Ability is a charity which empowers people with disabilities through driving assessments, wheelchair assessments and mobility scooter advice, helping them achieve greater independence.
They collaborated with Hearts for Herts to install the defibrillator and bleed kit, which will now be accessible to residents 24/7.
Cllr Michal Siewniak, Liberal Democrat councillor for Handside, said: "It was absolutely fantastic to visit Herts Ability, a charity that helps disabled people to get back to driving.

"It is a great project that makes a tangible difference to many people! It was wonderful to see another defibrillator fitted in.
"I hope that we will have an opportunity to work with the charity in the future, especially in relation to parking consultation for disabled residents."
The defibrillator and the bleed kit are both registered with the East of England Ambulance Service NHS Trust, meaning they can respond swiftly during an emergency.
A spokesperson for Herts Ability said: "This collaboration underscores the commitment of local organisations to enhancing public safety and supporting the well-being of the community.
"The addition of these emergency resources is a testament to the power of local partnerships and the shared goal of making Welwyn Garden City a safer place for everyone."
