A planning application has been submitted to open a children's care home in South Mimms.
The plans, submitted by Nyadowa Homes Ltd, would see Earls Farm in Earls Lane change to a C2 use and provide 24 hour care for children at the home.
The home would be able to accommodate three children up to the age of 12.
"The children in care will include those with emotional or behavioural difficulties, present drug problems, or learning disabilities," a planning statement reads.
"The children being provided with care will be carefully selected in conjunction with the local authority’s relevant specialists.
"All young people will be supported by residential support workers. The ratio of support will depend on the needs of the individual. A minimum of three staff could be present however during the day, with only up to two remaining present overnight.
"The children would attend school or college during the day, and would utilise services and facilities in the surrounding area. At all times, the children would be accompanied as appropriate and as agreed in their plan of care."
Explaining why the plans should be approved, the application continues: "The manner in which the property would be occupied and used is no different in planning terms to that of a large or extended family residing there.
"It has also been demonstrated that associated comings and goings, and the more 'active' hours at the property would be comparable to a conventional household.
"With these factors in mind, it is advised that a lawful development certificate should be granted to confirm that the proposed use is lawful."
