A planning appeal has been launched for a refused five-bedroom home in Welwyn.
The proposal for the home at 2 Copse Hill was rejected on May 30, but an appeal against the decision has already been lodged by applicant McPartland Planning Ltd.
Welwyn Hatfield Borough Council raised serious concerns about access to the property and the privacy of neighbours.
"The position of the two proposed bedrooms and their respective windows in the rear elevation would give rise to significant overlooking towards the occupiers of 28 Robbery Bottom Lane and would also result in future occupiers of the dwelling to be overlooked," the decision notice read.
"The proposed development would fail to provide safe and suitable means of access to and from the site for all users.
"The development would require future occupiers to walk on a narrow road that has a speed limit of 30 mph and has no access to a footway with the result that it would fail to make an appropriate provision for pedestrians to access the wider pedestrian network.
"By virtue of its location and lack of an appropriate footway to access existing services, facilities and infrastructure, the proposal fails to encourage safe non-car modes of travel in this location."
